Agricultural Policy Monitoring Report: 2025 Production Year (Planning / Harvest / Marketing)

A report monitoring agricultural policy in the 2025 production year across planning, harvest and marketing. It reviews the timing of support, transparency of participation, equal access to support, risk management, precision farming, price formation, cooperatives and market access for young people and women, each through its legal basis, actual practice and main gaps. It concludes that 2025 policy was strong at the planning stage but only moderate in data-based monitoring of harvest and marketing, and recommends a support access scorecard broken down by young, women and small-scale producers, as well as a precision farming uptake scorecard.
